Hello Lyman,
thank you for your question. However, we are sad to inform you that although your friend in Thailand may be allowed to own a pet goose, state of Florida considers most of the geese species as a wildlife. As such you would need to obtain a special permit in order to own a wild animal.
So it is possible to own a goose at Florida, but you will have to do some extra steps.
