The Fight to Save Biden On Friday, amid a full-on mutiny among the pundit class on the Democrat side after Joe Biden had validated the critique of half the country who already knew he was mentally unfit to serve as President of these united states, Barack Obama stepped up and all but proved that he’s really the man in charge of both the Democrat Party and probably the federal government as well. Obama sent out a tweet. And when he did, all of the caterwauling about Biden’s debate performance was turned down to almost nothing. Bad debate nights happen. Trust me, I know. But this election is still a choice between someone who has fought for ordinary folks his entire life and someone who only cares about himself. By Sunday, there were the makings of a plan, and the “inside men” at Axios were dispatched to provide the contours of it: A massive political, PR and personal campaign is underway to reject calls for President Biden to drop his re-election race — and rally Democrats to move on from public debate about age and his future, top officials tell us. Why it matters: Biden has zero interest in stepping aside — and First Lady Jill Biden and key family members and friends agree, according to people who talk regularly with them. The intrigue: Biden, who has ducked tough interviews and avoided no-holds-barred press conferences, is now considering both. Look for a town hall or big one-on-one interview this month. The latest: During a family gathering at Camp David on Sunday, Biden family members, including Hunter, went through with a long-scheduled session with celebrity photographer Annie Leibovitz. The Bidens insisted the president stay in the race, we’re told by people close to them. According to Axios, Team Biden is going to come down hard on “bedwetters” who came off Dirty Joe after his somnambulant performance on Thursday, they’re going to push poll results that show he wasn’t hurt too badly by that debate (which means from now on, you might want to check out the poll sample of all the surveys you see in order that you might identify just how badly they over-represent Democrats), they’ll spread panic about an “open” convention and raise the specter of a Kamala Harris as their nominee — which is amazing given that they still intend to carry Harris as the VP candidate; how’s that going to work out? — and they’re gong to romance their donors and the party’s leadership in Congress and the states as hard as they can. The lengths this crowd has gone to in an effort to hold power … don’t recommend them too highly as selfless patriots.   To boil this down, what Axios reported is that Team Biden, having exposed themselves as gaslighting the American people for the past four years about Biden’s fitness for the job he now holds and having frightened the entire country who since Thursday night is now bubbling over with concern about who is actually running the country, has made a measured, conscious decision to … continue gaslighting the public. For them, it is inconceivable to give up political power, even if that power is wielded through a non compos mentis octogenarian who can’t make complete sentences or walk off a debate stage without help. One of the things which I knew but didn’t fully formulate in my head until I’d done the research for Racism, Revenge and Ruin: It’s All Obama, my book on the man who has dominated American politics for the last 16 years or more, was how utterly hostile to the concept of graceful defeat our ruling cabal truly is. They don’t lose. They escalate. Tucker Carlson sent out a tweet on Monday which was interesting, though I don’t know if I believe it. From an unusually good source: Obama’s tweet supporting Joe Biden was disingenuous. In private, Obama is telling people Biden can’t win, and he is therefore in favor of an open convention. Obama will not say whom he supports, nor as of yesterday afternoon had he met personally… — Tucker Carlson (@TuckerCarlson) July 1, 2024 You can square this circle by thinking of it this way: Obama is leaving himself an out. Because he’s just using Biden, at the end of the day. And he knows Biden is, cognitively, a dead man walking. If and when Biden becomes useless, he then becomes disposable. But the judgment, particularly coming out of that Sunday meeting is that Biden isn’t disposable yet. And perhaps it’s a question of making a deal with one of the other semi-plausible candidates to replace him who might agree to serve as an Obama puppet like Biden has. Without such a deal, the big heavy lifting it’ll require to convince Biden and his equally delusional wife, Jill “Lady MacBeth” Biden, that it’s time to go simply isn’t feasible. All of this you can write down as semi-informed speculation. But in light of what we’ve seen since Thursday night, it’s what everybody is doing. (READ MORE from Scott McKay: That Debate Might Be the End of the Road for … Barack Obama) Because it’s very obvious that these people have been shamelessly perpetrating a fraud on the American people since 2020, and now that Biden exposed this fraud on that debate stage they’ve decided to continue it. David Catron was absolutely right yesterday in noting that the entire apparatus of the Democrat Party bears responsibility for this cavalcade of suck, and that it’s long past time that party be consigned to the political wilderness so the country might heal. The polls indicate things are beginning to turn. Trump is now ahead in New Hampshire, and, according to one poll, one point up in New Jersey, Senate races like the one in Montana are beginning to turn. Issue polling is catastrophic for the Democrats, meaning that Republicans can hit home runs with late-game issue ads in House and Senate races. A Harvard-Harris poll (linked in the previous paragraph) conducted over the weekend put Trump now ahead by seven points in a five-way race. It’s too early to say a wave election is building. The GOP proved in 2022 that it isn’t good enough to generate a wave. Either that or the American people just hadn’t suffered enough. Maybe they’re suffering enough now. Maybe there might be some very ugly things happening around the world and even here at home between now and the election which might accentuate and clarify that suffering. I’d be awfully nervous if I lived in Taiwan after Biden’s rather provocative performance on Thursday, for example. How Far Will They Go? But if it looks like that wave is beginning to build, something which would likely come in tandem with Biden’s continued obvious cognitive collapse, what happens a couple of months from now? What happens when Team Biden/Team Obama is presented with obvious signs that this election cycle is unwinnable, that it really is too late to replace Biden with a more plausible puppet, and that Obama’s maxim that “elections have consequences” is about to come back in their faces? What if they’re presented with a couple of clear choices: either accept the loss and all the baggage it will carry, meaning the end of the Obama era and a very different America rebounding to replace this fundamentally transformed one, or torch the republic to hold power? Until now, that latter possibility had never really been the stuff of anything other than spy novels. But it doesn’t feel so fanciful anymore. The lengths this crowd has gone to in an effort to hold power and resist any reform to the system of “Our Democracy” they so jealously defend as they trash all the basic tenets of constitutional democracy our republic was founded on don’t recommend them too highly as selfless patriots. (READ MORE: Five Quick Things: Dirty Joe’s Chinese Laundry) These guys never heard of Cincinnatus. And they would sooner kill or be killed than return to the plow. Let’s hope the Obama crowd’s audacity has limits. Our national time of danger is descending, and rapidly. Dr. Jill Biden: Perfect Wife Amid the Panic of 2024

Dr. Jill Biden is a wonderful wife, a true friend of her husband. What’s true is true. When Dodder’s Day came around, she was there. She laughs at his jokes, even when he is not telling a joke. Like a true Friend, Roman, or Countryman — er, Countryperson — when she is called upon to “Lend Me Your Ears,” hers is on loan to America for the nation’s erratic Head of Government to nibble on. Or her fingers. She helps him turn left when the moment calls for that stage direction, and right when right. Likewise, up or down. But she really won her Wifey Wife Gold Medal the night of the Debate Heard ‘Round the World. Amid all this, Dr. Jill Biden remains Uncle Joe’s Rock of Gibraltar, a true friend and wonderful wife.  By all accounts, Uncle Joe had a disastrous night. For this assessment, we do not turn to Fox News, Republicans who spin, nor even to the Trump family. Rather, we turn to Democrats of Consequence. The Biden Panic of 2024 — rivaling James Madison’s Panic of 1819, Van Buren’s Panic of 1837, and Grant’s Panic of 1873 — was so palpable that Democrats of all shapes, sizes, and stature set social media ablaze with tweets, posts, and emails pleading to dump Joe. (READ MORE from Dov Fischer: Nine Takeaways From the Trump v. Biden Debate) The left-wing legacy mainstream media interrupted their regular programming (i.e., accusing Israel of “genocide,” “apartheid,” and “defending their lives”; charging that federal district judge, Aileen Cannon — a brilliant legal mind who graduated Order of the Coif from University of Michigan Law School, practiced at powerhouse law firm Gibson Dunn, and served almost a decade as a federal prosecutor — is in over her head; and blaming Climate Change for a burst of hot weather in the summer) and immediately changed course to deal with the Biden Panic of 2024. They all pursued a similar approach to the catastrophe: First, Biden had a bad night because he had a bad cold. (The next morning, after treating his virus with a teleprompter and a speech written by someone else, his debilitating illness was all gone.) Second, Trump threw Biden off his game by challenging his golf handicap. Third, Trump (not Biden) had lied throughout the debate (e.g., correctly recalling that a Democrat governor of Virginia, Ralph Northam, had advised that parents should be permitted to abort their baby, even immediately after birth). Fourth, CNN’s Jake Tapper and Dana Bash were incompetent and guilty of failing to adhere to CNN’s “Candy Crowley Rule” which commands that in any debate where the Republican is beating the daylights out of the Democrat, the moderators need to inject themselves into the debate and cheat to turn around the momentum. Beyond that — Fifth — the Democrat media’s response to the Biden Panic of 2024 was to start publishing articles and having television talk show guests to evaluate who would make the strongest replacement candidate for Biden. Sixth, articles and interviews analyzing how exactly, logistically, Biden immediately can be replaced: Before the convention?  At the convention?  How to get the sworn Biden delegates to change their loyalties? Seventh, how to deal with the political fallout from the Woke base if Biden is replaced by anyone other than Kamala the Rambala? Would Michelle, not only a Woman of Color but a true African American (unlike “African American” Kamala, one of whose parents is from India and the other from a slave-owner family in Jamaica), be willing to run? Gavin Newsom, being termed out just in time before being thrown out, could work. He is better on the age issue. But he is not a Woman, and he is not “Of Color,” though his California state could facilitate a rapid sex change; that is, Gender Affirming Surgery. On the other hand, an important plus Newsom brings as a Democrat is that he rapidly and heroically turned his state’s finances around, turning a $100 billion surplus into a $32 billion deficit the next year and a $46.8 billion deficit this year. So he does bring that governance skill that Democrats admire, and his state is a leading Sanctuary City with homelessness tents blocking sidewalks from San Francisco up north to Los Angeles down south. Amid all this, Dr. Jill Biden remains Uncle Joe’s Rock of Gibraltar, a true friend and wonderful wife.  Soon after the Great Debate ended on Thursday night, she helped her dazed husband off the stage, showing no concern that she might catch his cold by touching him without a mask. And she looked at him with an admiring smile, showing no sign of pity whatsoever, effusively congratulating him with all her energy: “Joe, you did such a great job! She indeed has earned her right to run the country again for another four years if the voting public repeats its 2020 lunacy in November. Biden Is Absolutely the New Thomas Eagleton

Well of course. Now come the leaks. The Washington Times headline: White House photographer claims aides knew for months Biden was not fit for office The Times reports:   After President Joe Biden’s recent dismal debate performance, concerns have emerged from both current and former aides about his health and leadership capabilities. The White House attributed Mr. Biden’s low and sometimes difficult-to-understand speaking voice to a cold. However, some insiders suggest this reflects the president’s day-to-day condition. Former White House deputy director of photography, Chandler West, shared on Instagram, “It’s time for Joe to go.” One would have to be still in the womb to not understand that anybody and everybody in Joe Biden’s immediate vicinity knew — say again knew! — that all was not well with the President of the United States. [T]he Biden debate appears to quite possibly have politically mortally wounded both the President and … the down ballot campaigns. The serious tell of just how damaging the now iconic debate really was? When one tuned in to the post-debate coverage on CNN, where the liberal host network, per their anchors, was being flooded with leaks and messages from serious Democrats that Biden’s performance was so stunningly bad that he had to be moved off the ticket – and pronto. The immediate question from others was — is there precedent for this? As a history geek I can say the answer to that is actually yes — in 1972. The Eagleton Affair The Democrat nominee that year was the decidedly left-wing South Dakota Democrat Senator George McGovern. As the new convention nominee, McGovern needed to pick a VP who could be a serious asset in his uphill run against the popular Republican President Richard Nixon. (READ MORE from Jeffrey Lord: Trump v. Big Government: The Department of Education Won’t Die Easy) McGovern’s favorite, in fact the favorite of the party, was Massachusetts Senator Ted Kennedy, the youngest and last surviving of the already iconic (and late) Kennedy brothers — President JFK and Senator RFK. But Kennedy, no dope, had no intention of joining a doomed ticket, and repeatedly said no. Finally, in desperation, McGovern turned to a young, rising Democrat star — Missouri Senator Thomas Eagleton. Eagleton had already had a skyrocketing career. Elected as Missouri Attorney General, then Lieutenant Governor, he was now the junior U.S. Senator from the state. He was, on the surface, perfect for McGovern. Midwest, handsome, capable — a star in the making. Not to mention a VP nominee, win or lose, would have him climbing another rung that many thought would eventually end in the White House. So. In typical then-convention style, Eagleton was announced and the new teammates closed out the convention with the traditional hands clasped with raised arms and big smiles. And then. Over there at NPR, The Thomas Eagleton Affair Haunts Candidates Today, there is this look-back at what happened next. Within a few days, rumors started to circulate, beginning with a call to McGovern’s headquarters in South Dakota. The anonymous caller had said, “Check into Sen. Eagleton’s background; he has a complicated medical background,” [McGovern campaign manager Gary] Hart says. Hart says neither he nor McGovern’s top aide, Frank Mankiewicz, knew anything. Then calls were made to the Eagleton staff to say, “We got this call; what does it mean?” Hart says. “The response was ‘We’ll check it into it and let you know.’ ” Within hours, the McGovern campaign was getting those details. On three occasions in the 1960s, Eagleton was hospitalized for depression and had undergone electroshock treatment. “This was the height of the Cold War,” Hart says. “The key here wasn’t how do we feel about mental illness or therapy or anything like that. The key was — finger on the button.” That phrase, “finger on the button” began to dog the McGovern campaign once the revelations about Eagleton’s mental health became public. In short, Eagleton had not been seriously vetted by McGovern and his staff. Now, McGovern was paying the price for it. Senior Democrats were outraged and incredulous. The campaign against Nixon was enough of an uphill battle without this. Very shortly, Eagleton was out the door and off the ticket, replaced by Kennedy in-law and ex-Peace Corps Director Sargent Shriver. Shriver, also a former diplomat, was a serious and well-respected replacement. But it was too late. The damage to McGovern had been done. The ticket never recovered, with Nixon winning a 49-state landslide. The point here is obvious. As with McGovern, the damage to the Democratic ticket has now been done. The only difference is that the Eagleton role is filled by President Biden himself, with his, as they say, “cognitive problems” on full, living color display in this debate. Not to mention that in this day of 21st century social media, the Biden vacant stares and mumbling are out there for endless repeated display, never to vanish. Clearly this is what has launched not only the hysteria among Democrats, but the blunt “get-him-off-the-ticket” editorials from leftist media bastions like the New York Times. Will all of this wailing and hollering actually work — and get Biden off the ticket? Not, one can be sure, if wife Dr. Jill and the rest of Clan Biden has anything to say about it — and they do. So as the GOP and Democrat Conventions approach, with the November election looming beyond, the Biden debate appears to quite possibly have politically mortally wounded both the President and his campaign, not to mention the down ballot campaigns of countless U.S. Senators, Congressmen, Governors, state legislators, and more at the local level. (READ MORE: Trump vs. CNN and Biden) All of which is a moral for Democrats that they perhaps should have been more familiar with the actions and consequences revolving around the Eagleton Affair. Beware of AI’s Influence on the Election

In recent weeks we’ve seen multiple stories involving the two leading presidential candidates — Joe Biden and Donald Trump — signaling the rising dangers of Artificial Intelligence and related technology during an intense campaign. The examples run from alleged misinformation and video distortion to flat-out false imagery. The warnings are certainly apt. The potential to damage the two leading candidates swings both ways. Sure, AI has the potential for great benefits, whether in the healthcare field or even something like your GPS, but it also holds potential for terrible misuse in politics. Specifically, to get technical, it’s the so-called “generative AI” that can be directed to produce bogus human voices, imagery, text, and video. It can be used to create some of the worst “fake news.” (READ MORE from Paul Kengor: Rep. Jamaal Bowman and the Toxic Rot of the Squad) To that end, one shudders to think how AI might be abused during an election campaign, or worse, the very morning of an election — such as this coming November 5, 2024. The destructive potential is significant. To be sure, the most recent case of alleged video distortions — regarding Joe Biden — were highly dubious. Recall the claims a couple of weeks ago by the likes of White House Press Secretary Karine Jean-Pierre and MSNBC’s Joe Scarborough and the outrageously left-wing-biased Associated Press, just to name a few of the usual suspects. According to Jean-Pierre, viral videos showing an addled, confused Joe Biden, vigorously promoted by the Republican National Committee’s research team, were “cheap fakes.” Ms. Jean-Pierre’s assertions laughably and instantly fell flat, as the vast majority of Americans have seen enough footage of the aging president to know that the man genuinely appears to be teetering on dementia. There was the footage showing Biden staring aimlessly at the D-Day memorials in France, frozen in temporary bewilderment at fundraisers with celebrities like George Clooney and Julia Roberts, wandering off alone as Italy’s Giorgia Meloni motheringly guides him back to the press fold at the G-7, or on a stage with the younger Obama caringly shepherding a confused Biden in the right direction. And then, of course, came last week’s historic, utterly unforgettable, game-changing presidential debate. A nearly catatonic President Biden made clear to all of America that any suggestion that videos need to be manipulated to show him mentally unfit is pure bunkum. Every sentient American now knows that Joe Biden is too old for the job. He should not be running again. Maybe we should all be on the alert for fake AI videos orchestrated in defense of Biden by the Democratic National Committee. Perhaps a “cheap fake” of Sleepy Joe hitting a golf ball 50 yards. Take that, Trump! That aside, whether the likes of Jean-Pierre’s original doubled-down claims were valid is actually beside the point. My point here is that the penchant for political fraud with video manipulation via AI is very real. It could dramatically impact an election. AI in the Presidential Election As an example of that potential, researchers at the University of Washington and MIT have created fake voice and video imagery of Barack Obama. The University of Washington “fake Obama” simulation actually occurred six years ago. Thus, this new technology has been around, though it’s now improving and growing, rapidly. The more recent MIT case struck me because the video purports to show “Obama” endorsing the MIT professor’s computer course. It made me think: What if a Republican fraudster produced on the morning of November 5, 2024 video of a faux “Obama” endorsing, say, Robert F. Kennedy Jr., or one of the left-wing presidential candidates, instead of Joe Biden, with the intent of pulling votes from Sleepy Joe that day? That’s quite plausible. Sure, Barack Obama and the Biden campaign would scramble to denounce the video as phony, but perhaps not before the video went viral and cost Biden crucial votes in a close election. The potential to damage the two leading candidates swings both ways. And that brings me to Donald Trump. Trump two-and-a-half weeks ago talked to podcaster Logan Paul about AI. Trump noted two things that particularly jump out. First, on the plus side of AI’s potential, Trump said that one of his “top people” when he was president once talked to him about an upcoming speech and then, “He goes click, click, click, and like 15 seconds later he shows me my speech, written so beautifully, I said, ‘I’m gonna use this sucker.’” That was a weird statement, probably exaggerated and fairly harmless (though as a writer who has done speechwriting, I detest the notion of computers crafting speeches). Trump’s next statement was anything but. Trump added that he was recently presented with a fake video of him promoting a product. The fake was so professionally done that Trump himself couldn’t tell that it was a forgery: “The voice was perfect, the lips moved perfectly with every word,” explained Trump. “If you were a lip reader, you’d say, ‘it’s absolutely perfect.’” Trump told Logan Paul that this technology is downright “scary” because of national-security implications. He conjured up fabricated imagery of a sitting U.S. president asserting that “13 nuclear missiles” had just been launched against an adversary and would strike in 13 minutes. Trump told Paul that he had asked Elon Musk if an adversary like China or Russia could immediately know “that’s not really President Trump.” Musk told him, no: “there is no way.” (READ MORE: You Can Never Have Enough Kids) Those are Donald Trump’s hypothetical scenarios. Now imagine this one, concerning Trump in the November 2024 campaign: We now know that the claims by liberals — the great election deniers — that Donald Trump in 2016 colluded with Vladimir Putin to steal the 2016 election from their beloved Hillary Clinton were fraudulent. The whole Russia dossier and “golden shower” narrative was a nasty hoax. We also knew that exposing that scam took years and millions of dollars in federal government time and money, with the Mueller Report eventually exonerating Trump, but not before every liberal and millions of Americans took the Left’s screaming hysteria as truth. But imagine this: A fake video of Donald Trump generated by progressives or by foreign adversaries on the morning of the November 5, 2024 election. Imagine faked video connecting him to Putin and the Russkies in some sort of collusion. This would be the “Russian dossier” on steroids, with supporting video “evidence.” Imagine that the video hits, explodes, and goes viral that morning, as voters head to the polls and CNN and the Drudge Report and MSNBC report the fake news. Trump denies it as quickly as he can, but millions of Americans don’t believe him and, more significant, cast votes before he can possibly disprove the video. That’s a “November surprise” that could easily swing an election, one in which Trump and Biden are separated by less than 1 percent. Do not put it past the Left to do this, nor past the Chinese or the Russians, the latter of whom wrote the manual on dezinformatsiya (disinformation). Leftists and even some liberals, after all, equate Trump with Hitler. He’s a “Nazi” out to “destroy democracy!” Like the French resistance during World War II, our intrepid progressives will do whatever it takes to take out this mad dictator. Of course, Trump supporters since 2020 have been wary of how his enemies might manipulate a presidential election. But they’ve been thinking of traditional ways like social media censorship, massive mail-in balloting, and ballot box stuffing. The newest, slickest tool in the bag of tricks, however, is AI. Is the Trump team ready? Protecting the Election That’s not a passing thought by some columnist to be shrugged off as mere punditry. This very real threat is attracting the eyes of experts. They’re brainstorming potential responses. One source, a pioneer in the field of AI, reviewed this article and told me: “It occurred to me while reading that one possible way to deal with this problem is to provide a series of inoculations for the voting public.” He didn’t specify what such a series might look like, fearing that the series in and of itself could be “very dangerous” because of the capabilities it would highlight. Concrete examples of what he was talking about do exist. There are tech groups right now producing demos that show what fake AI-generated content looks like in the hopes of inoculating the voting public and prepping campaign staffs. Our founder at The American Spectator, Bob Tyrrell, forwarded to me last week an email he received from a California non-profit group called CivAI that specializes in precisely this area. “There’s a lot of talk about AI and how it could turbocharge disinformation, disrupt elections, and more,” states CivAI’s email pitch, “but what would that actually look like?” The group seeks to “raise awareness of AI’s dangers” and even offers demos showing “how easy it is to sow election chaos or scam thousands of people using publicly available tech. They can even create deepfakes and fake news … in real time.” The organization offers “AI tools” on how to respond. Whole organizations are being created and are up and running as it has become increasingly obvious to everyone how this could blow up in November 2024. Biden Slouches Toward November

“Democracy,” H.L. Mencken famously wrote, “is the theory that the common people know what they want, and deserve to get it good and hard.” But America today is neither a democracy — at least in the most authentic sense of the term — nor a republic. The people rarely get what they want, in the limited moments when they are able to make up their minds about what they want at all. Nor would they be virtuous or self-governing enough to keep a republic, if that’s what our political system was, which it most certainly isn’t. (And hasn’t been for some time.) Ennervated, humiliated, and alone, the bureaucratic state slouches towards November, no longer sure of who they are or what they stand for. America today is an advanced-stage managerial regime with democratic characteristics, and a handful of anachronistic counter-majoritarian republican institutions (i.e., the Electoral College and the Senate) that have managed to survive the various political revolutions of the twentieth century, but have been drained of almost all of their original purpose and function. It is presided over by a ruling class of bureaucrats whose names we will never know, whose positions will never be put up for a vote, and whose decisions are utterly insulated from democratic accountability. It is for this reason, as Jonathan Turley wrote in the Washington Post in 2021, that “the fourth branch” — i.e., the administrative state — “now has a larger practical impact on the lives of citizens than all the other branches combined.” Turley continued: The rise of the fourth branch has been at the expense of Congress’s lawmaking authority. In fact, the vast majority of “laws” governing the United States are not passed by Congress but are issued as regulations, crafted largely by thousands of unnamed, unreachable bureaucrats. One study found that in 2007, Congress enacted 138 public laws, while federal agencies finalized 2,926 rules, including 61 major regulations. It would not do, then, to say that Joe Biden is giving Americans what they want, good and hard. What many Americans “want” is simply what is dictated to them by mass media, mass education, and mass culture, and even if they were capable of authentically independent demands, President Biden — whose mental condition, as we saw in last week’s debate, is roughly equivalent to that of a medical cadaver — would be unable to meet them. (READ MORE from Nate Hochman: Anarcho-Tyranny Is Official White House Policy) Biden Embodies Ruling Class Interests What Biden does represent, in very stark terms, is the regime of interlocking bureaucracies that made him president in the first place, and whose interests he has served to the exclusion of almost anybody else’s since he first came into office. America’s real political system today is governed by and for the journalists, cultural tastemakers, big-money donors, foundations and NGOs, think-tank experts and academics, Wall Street and Silicon Valley executives, and the vast array of bureaucracies (and bureaucrats) that run between and through all of their institutions. For them, and only for them, democracy does exist. (More often than not, the transfer of power — from Republicans to Democrats, from Democrats back to Republicans — is the result of competitions between various factions within this elite.) And with President Biden, they are getting what they want, good and hard. In an even more basic and fundamental sense, however, Biden is not just what the ruling class wants. (If the hysterical panic from left-wing pundits and activists in the wake of last week’s debate is any indication, he may not even be what they want anymore — though at this stage in the race, they have very little choice in the matter.) He is an embodiment of who and what they are. This is all the more true today, in Biden’s advanced and decaying state, than it may have been a decade or two ago. As America 2100 put it, “Joe Biden is running on a story that nobody believes anymore, repeating slogans that no longer mean anything, at the behest of institutions that have lost all legitimacy. You could not find a more perfect embodiment of America’s ruling class.” The president represents an attempt — on behalf of forces beyond both his control and his understanding — to summon the last fumes of a world that is already dead in service of an imagined (and imaginary) world that is yet to be born. His carefully-curated (and almost entirely fictitious) public persona is a direct appeal to voters’ nostalgia for a political archetype from the old America — a working-class, blue-collar Democrat, speaking for the concerns of everyday people; a wise and decent elder statesman, steering the ship of state with a steady hand — but the purpose of that appeal is to shore up electoral support for the political, social, and cultural transformation that brought about the end of that nation in the first place. What Biden’s declining poll numbers and vegetative mental condition demonstrate is that the aforementioned transformation has not only lost the confidence of the American people; it has lost confidence in itself. It has failed to deliver on its signature promises of a more just, fair and prosperous world for all, and it can no longer even perform the bare minimum task of shoring up the support of its core constituencies, as is attested to by the increasingly desperate bribery schemes designed to redistribute wealth and resources from America’s productive middle class to young college-educated elites, racial minorities, and single women. It has lost whatever claims to legitimacy it may have once had — a fact that its leaders are vividly aware of, and haven’t the foggiest idea of what to do about. (READ MORE: Trump Shouldn’t Cozy Up To Wall Street) Biden may not resemble the younger, more diverse, and more cunning members of his shadow cabinet that have been running his presidency for the past three and a half years, but in a more fundamental sense, he is the personification of the broader social forces they represent. Ennervated, humiliated, and alone, the bureaucratic state slouches towards November, no longer sure of who they are or what they stand for, disenchanted by the mantras and formulas they used to believe in, filled with anger and resentment for a nation that has not become the utopia they once foresaw. The Summer 2024 Presidential Succession Crisis Explodes

As I wrote in my last TAS article: The importance of settling remaining issues pertaining to presidential succession can hardly be overstated. Of 45 prior presidents, nine failed to complete their term: four were assassinated; four died of natural causes; and one resigned. Of 48 prior vice-presidents, 18 did not complete their term: 9 died of natural causes, 2 resigned; 9 ascended to the presidency. In the 179 years prior to the 1967 ratification of the 25th Amendment, the republic was without a vice-president for 37-3/4 years — 21 percent of the time. A Debate Inflection Point After Thursday’s presidential debate, one thing is clear: Joe Biden will NOT be nominated at the Democratic Convention. He will be persuaded to announce that he will not run for re-election — a reversion to his 2020 campaign pledge, made to assuage voter concerns about his age, that he would serve as a one-term president. With Trump viewed as Evil Incarnate, the Democrats will wager that most voters will come home this fall. Longtime passionate Biden supporter Van Jones gave his evaluation (1:00): “It was painful.” He called for replacing Biden on the ticket. CNN’s chief national correspondent, John King stated  (1:27) that the Democrats, after a “game changing” debate, are in “a deep, a wide and a very aggressive panic” over Biden’s disastrous performance. He added that among the options party insiders are considering is to visit the president at the White House and ask him to step down, or to have “prominent” Democrats call publicly for his resignation. Early in the debate Biden had an episode of slurred speech, and then a brain freeze (4:20, at 0:28-0:42). Finally, there was the spectacle of First Lady Jill Biden escorting (4:37, 0:1 to 0:18) her clearly physically frail husband off the debate stage. (READ MORE from John Wohlstetter: The Summer 2024 Presidential Succession Crisis) Wall Street Journal columnist Peggy Noonan, a longtime critic of the former president, in her Friday column, called the debate “as consequential as any presidential debate in history, and the worst night for an incumbent in history … an unmitigated disaster for Mr. Biden … a rout for Mr. Trump.” She added that were the election held the next day, Trump would win in a landslide. Friday saw the New York Times editorial board — literally the Bible for many influential Democrats — call upon the president to step down: There is no reason for the party to risk the stability and security of the country by forcing voters to choose between Mr. Trump’s deficiencies and those of Mr. Biden…. It’s too big a bet to simply hope Americans will overlook or discount Mr. Biden’s age and infirmity that they see with their own eyes. There is yet a further complication: The text of section 4, the involuntary disability provision of the 25th Amendment, does not specifically contemplate permanent removal of the president — only that a president’s involuntary inability makes the vice-president an Acting President — exercising the “powers and duties” of the Office, without holding the Office of the Presidency. It provides, in pertinent part: If the Congress, within twenty-one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty-one days after Congress is required to assemble, determines by two-thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office. Thus, in a worst-case scenario, the president can renew, seriatum, requests for restoration of presidential powers, leading to an endless cycle of presidential application and Congressional rejection. A further problem is now to deal with Kamala Harris, who is viewed even more unfavorably by voters. One way is to select California Governor Gavin Newsom, who has made himself publicly recognized as a presidential nominee; per clause 3 of Article II, section 1, which provides: The Electors shall meet in their respective States, and vote by Ballot for Two Persons, of whom one at least shall not be an Inhabitant of the same State with themselves. Black’s Law Dictionary defines “inhabitant’ as residing permanently in, having established domicile in, or being a citizen of, a State. Both Newsom and Harris were born in, and are permanent residents of California. (Between 1966 and 1986, Harris resided elsewhere much of the time, but has resided continually in California since 1986.) Thus, California Electors who vote for Newsom as president cannot also vote for Kamala. To be sure, California’s Democrat Electors would choose another Democrat. But if the November presidential election result yields a margin of less than 52 electoral votes for the victor — widely considered a virtual certitude — were Newsom elected president, he would be saddled with a Republican vice-president. This could prove consequential in event of 50-50 tie votes on legislation or federal judicial nominations; a GOP vice-president could cast the tie-breaking vote against Newsom’s nominees. Bottom Line. Few believe that a manifestly weakened president can handle the immense daily workload of the presidency. Those making decisions behind the scene resemble the clandestine regency that arose for the last 17 months of Woodrow Wilson’s second presidential term, triggered by the president’s massive stroke. (READ MORE: Can America Survive Israel’s Nuclear Destruction?) But that clandestine regency succeeded in considerable measure due to the pre-modern state of national and global communications. There was no television, with its compelling visual images; only newsreels aired in theaters days later; let alone were there 24/7 videos online, trillions circulated by social media. Broadcast radio was in its infancy: The first commercial radio broadcast, from KDKA Pittsburgh, was aired November 2, 1920 — exactly 13 months after Wilson’s October 2, 1919 disabling stroke. It seems clear that, one way or another, Democrats will find a way to get Biden to drop out of the race and — though this is fraught with risk of losing support among several core Democratic constituencies — manage to replace Kamala Harris as well. With Trump viewed as Evil Incarnate, the Democrats will wager that most voters will come home this fall. It is a better wager than betting Biden’s inability to vigorously campaign won’t worsen.
