On December 7, 2001, Justin Jonathon Pollari 14 years-of-age, came home angry and upset. His lip was cut. It was clear he’d been in a fight.

Within a few hours, Justin was gone. He’d taken his skateboard and his backpack with a few clothes and a flashlight.

Justin was described as a caucasian male, approximately 5'9"-5'11" tall, weighing 140 lbs, slim build, with a six inch Mohawk of blonde hair, and blue eyes.

He had two earrings in his left ear and wore heavy chain necklaces.

He may have been wearing wooden name tag with the inscription of "WOODY".

He was last seen wearing dark blue or black baggy pants, a dark blue or black hooded sweater, and a black toque. He was wearing red or burgundy running shoes. The temperature that evening was -4 °C.

He goes by the nicknames, "WOODY" & "JOE".

A gas station attendant in Sault Ste. Marie, Ontario 67 km from Hilton Beach, St. Joseph, Ontario, thought he spotted Justin getting into a Quik X truck around the time of his disappearance. The sighting wasn’t reported until mid-2005, nearly four years later.

A shelter in Toronto, Ontario someone matching his description introduced himself as “J”.

It's possible that he may have travelled to Michigan, USA – St. Joseph Island, Ontario where Hilton Beach is located, is metres from the U.S. border. The bridge in Sault Ste. Marie is the only border crossing for over 1,100 km.

Under Pressure

The findings in this important research on the impact of police cuts on missing investigations by Detective Chief Superintendent Mark Greenhalgh, are seen first hand by our volunteers who witness the tremendous pressure police teams face.

In this study nearly 75% (n=268) of those investigating missing person cases felt that:

“It is only a matter of time before a missing person is harmed due to lack of resources available. High risk missing people do and always have been a priority and are given the resources required - it's the medium/low risk investigations that drop off the side”.

This represents over 200,000 missing person cases every year.

With so many cases, building a community capability to help review cases and ensure all that can be done is being done, is critical to help both police and families.

Over the last two years our entire team have dedicated their own time to gradually build the largest team of community volunteers directly supporting cold case investigations in the UK.

This weekend our OSINT teams supplied information for two police forces with regard long term missing, and for the identity of a person found dead several decades ago. Last week another team successfully supported a family of missing person from the 1980's by making a legal application for an exhumation in France, for DNA comparison.

The pressure on police may mean some long term cases do not get the resources they deserve.

Demand has always created pressure in this area of work and is one where police and communities can work together on practical solutions.

The study provides an in depth insight with regard to the impact of police cuts.
