I dont know about Jews, but from what many muslim women have said its normail for the father of the daughter to be married to have sex with her a few times in order to try and make her pregnant in order to strengthen the faimily ties. This action also servies to oppress the woman/child and ensure she is fully subservient to the will of the men as she has noone to turn to for help.
