Despite these constraints, the continued support of Ukraine’s allies is notable, with the United States alone contributing more than $56 billion of the $106 billion in total aid sent to Ukraine by allied nations. As China’s Xi Clamps Down at Home, Chinese Civil Society Flourishes Overseas

Mournful residents of Shanghai, China, watched Jifeng Bookstore close its doors for the last time on Jan. 31, 2018. The establishment was best known for carrying books and hosting forums that pushed the boundaries on issues deemed sensitive by the Chinese Communist Party. The forced closure of the bookstore was part of a broader crackdown on free speech and civic discourse by Chinese leader Xi Jinping’s government. Nearly seven years later, Jifeng reopened Sept. 1 in a new location—Washington, D.C.—under the name JF Books. The bookstore’s grand opening attracted a diverse assortment of local scholars, journalists, activists, and members of diaspora communities from mainland China, Taiwan, and Hong Kong. The excitement was palpable as visitors perused books, took in memorabilia from the shuttered Shanghai store, and registered for upcoming lectures, which are starting back up this month after a hiatus of nearly seven years. Jifeng’s rebirth in Washington as JF Books is the latest in a recent trend of bookstores and civic groups established in cities throughout the world by Chinese intellectuals who were pushed out of their native country by a government that increasingly rejects any voice not controlled by the ruling Chinese Communist Party, or CCP. Back in February, months before Jifeng owner Yu Miao announced his new store’s opening, New York Times journalist Li Yuan noted this trend. Diaspora communities across the globe “are creating an alternative China, a more hopeful society,” she reported. “In the process, they’re redefining what it means to be Chinese.” That’s not what the Chinese Communist Party had in mind when it decided to clamp down on civil society. The party used to tolerate some degree of civic discourse, and organizations engaged in such activities were common in China’s major cities in the 2000s and early 2010s. Although they had to navigate government minders and stay within bounds set by the state, they were free to carry on such activities provided they didn’t cross any lines. The CCP realized these discussions would occur whether or not it wanted them to; the party seems to have decided it was best to keep these activities in the open, where authorities could hold them in check. All of this started to change when Xi took power in 2012. By 2017, the landlord of Jifeng’s last remaining branch was prohibited from renewing the bookstore’s lease, and the authorities saw to it that no one else would take in the shop. Similar episodes played out with independent organizations across China during this period. What worried Xi and the Chinese government most about these groups wasn’t the content they propagated but the associations they fostered among academics and liberal-minded citizens. The Chinese Communist Party knows the power of organization, having itself begun as a small group that brought together concerned citizens to discuss matters of culture and politics. The party thus views as a threat any organization that independently convenes citizens to discuss civic matters. But shutting down civil society in China was a strategic blunder for the communist regime. By not allowing civil society to remain where it could be kept within approved bounds, the CCP  essentially is forcing it to develop in locations where the party lacks any authority to control narratives or force groups to disband. The Chinese Communist Party long has feared overseas Chinese communities, and it’s not hard to see why. Intellectuals trained overseas helped drive many of the cultural changes China experienced in the early 20th century; intellectuals played leading roles in every successful modern Chinese revolution—including the one that eventually brought the CCP to power in 1949. JF Books and the other bookstores and civil society groups sprouting up throughout the world are not dissident organizations seeking to overthrow the Chinese Communist Party, but that’s precisely why they are so dangerous from the party’s perspective. These shops and activities represent the majority of Chinese emigrants, who don’t consider themselves dissidents and fear the potential repercussions of associating with overtly anti-CCP causes but long for a safe place to discuss political and social issues openly without fearing reprisal from Beijing. JF Books isn’t the first organization to open in Washington with a mission to strengthen civil society independent of meddling by the Chinese Communist Party. Last year, a group of Chinese students at George Washington University formed an independent student union to give young local Chinese a platform to socialize and hold discussions free from the control of the party and the Chinese Embassy-funded Chinese Students and Scholars Association. The global phenomenon represented by both these developments began almost imperceptibly as the world reemerged from the COVID-19 pandemic. Chinese living overseas were appalled at the human cost of Xi’s “zero-COVID” policy and related lockdowns in 2022. Many feared their country was being led down a dangerous path, and they needed spaces not only to vent but to have unfiltered discussions about conditions facing their loved ones back home. Media reported widely on the short-lived “white paper protests” in China that fall, but many missed the awakening among overseas communities that continues to this day. As Chinese civil society is reborn abroad, there’s no telling how it will develop. Observers should have modest expectations about any impact on politics in China. However, there’s no question that Chinese diaspora communities are seeking greater independence from Beijing. This is a healthy development—not only for Chinese who live abroad but for society as a whole. The Chinese Communist Party probably will seek to quash or coopt these new social forces, as it did to most of the previously independent Chinese-language media in the U.S. beginning in the early 2000s. This cannot be allowed to happen. Authorities and civil society in the locations where these nascent groups operate must be vigilant against Beijing’s long-arm tyranny. In addition to helping their immigrant neighbors integrate into local communities, they should fiercely uphold their right to free expression and association and not let an adversarial regime on the other side of the world infringe on these rights. They should encourage the development of a Chinese civil society free from communist infiltration and actively protect it from a hostile regime intent on intimidating it out of existence. Opinion: Stop hoping for a federal abortion ban; change hearts and minds instead

June 24 marked the second anniversary of the Dobbs decision, which functionally abolished federal-level abortion protections protected by Roe v. Wade for nearly half a century. The occasion was met with the expected media fanfare, with hundreds of articles lamenting the negative effects of reduced access in 14 banned states and 27 partially banned. Only a deep, spiritual revival can convince millions to change their minds on the importance of life in the womb. This hasn’t happened through legislation, so it must happen through the heart. Alexandria Ocasio-Cortez blasted the alleged corruption of the Supreme Court and called for a Democratic majority in Congress to restore federal abortion protections. Human Rights Watch declared Dobbs an “egregious regression of women’s rights” and cited cases of rapes and medically dangerous infants being carried to term at women’s expense. And with the court’s recent Chevron deference and limited immunity decisions, the two-year attempt to delegitimize the judicial branch continues at pace, with AOC calling for court justices to be impeached. Mostly legal Abortion continues to be legal in the majority of U.S. states, and vast apparatuses have emerged to help provide women with travel out of state through corporate-sponsored or charity-sponsored travel efforts, which has been called “abortion trafficking.” The issue arose in June’s infamous debate between President Trump and President Biden. Naturally, Trump is ultimately responsible for Roe v. Wade’s overturning and was asked to defend the decision. He instead affirmed that states should have the right to decide for themselves, signaling that a second Trump administration largely wouldn’t touch the issue. “Fifty-one years ago, we had Roe v. Wade, and everybody wanted to get it back to the states, without exception. Democrats and Republicans. Liberals and conservatives. Religious leaders. Everybody wanted it back. And what I did was put three great Supreme Court justices on the court, and they happened to vote in favor of killing Roe v. Wade and moving it back to the states. ... The states control it. The vote of the people.” Trump has spent the past year distancing himself from the pro-life movement, which has been widely received as an insult by his conservative supporters and pro-life activists. Back in April, he directly blamed pro-life voters for the failures in the 2022 midterms, leading many of his religious supporters to feel insulted and betrayed, particularly concerning his backing away from one of his most historic accomplishments. As Trump posted on August 23 on Truth Social, “My Administration will be great for women and their reproductive rights.” Changing the subject The party at large reflects this distancing. VP candidate JD Vance (R-Ohio) has repeatedly appeared in adversarial interviews with the press, defending Trump’s lukewarm pro-life stance. He told NBC’s "Meet the Press" that abortion pills should be legal and that policy should be determined at the state level. He affirmed this position again on Sunday, telling "Meet the Press" that Trump would veto any federal-level anti-abortion legislation. Senator Marco Rubio (R-Fla.) has also appeared on CNN’s "State of the Union" affirming Trump’s position that “voters and individual states get to decide on restrictions” while still claiming Trump is the only pro-life candidate in the race. Elon Musk subsequently accused Vice President Kamala Harris of lying when she claimed that Trump would institute a total abortion ban, which itself was immediately debunked by a community note. The Republican National Convention even went so far as to walk back some of its abortion stances in the party’s official platform. Conservatives on X have declared this shift a betrayal, with thousands of pro-life activists threatening to abstain from voting unless Trump reaffirms his commitment. His stance can’t help but feel like cowardice in the face of public pressure. And it is. The Republican Party doesn’t feel like it can make progress on the issue, and so it’s giving up. A losing issue? Unfortunately, Trump, Vance, and Rubio’s acquiescence on the issue is likely the best that the pro-life movement can expect at the moment. The only party in this election with an affirmative anti-abortion stance is the progressive third-party American Solidarity Party. Republicans have picked up that it is a losing issue and are doing everything in their power to avoid it. However, in some ways, the modern Republican Party has reached the end of its capabilities at the present moment. Despite five decades of activism, the pro-life side is mostly losing in the public square. Americans overwhelmingly support moderated forms of abortion rights. Recent Pew Research data shows that only 36% of Americans support a partial or total abortion ban. Social scientist Ryan Burge also notes that Republican support for a total abortion ban has decreased from 30% to 25% in the past three years. Thankfully, the grassroots pro-life movement remains strong. Many within the movement feared that its momentum would entirely dry up after Dobbs, that money and support for women’s care centers and crisis pregnancy centers would dry up — proving leftists right that we only care about babies in the womb and not outside. This did not occur. A beacon of 'Hope' My friend Kailey Cornett is the CEO of the pro-life Hope Center for Women in Nashville, Tennessee. Her clinic was nearly vandalized with a Molotov cocktail in July 2022, shortly after Dobbs. As she writes, "In the years since the Dobbs decision, here in Tennessee, we have seen a variety of responses. There are some champions who know us, love us, and understand the need is still great for our services. They have continued to support Hope Clinic, as have new donors who have learned about us in the last two years.” Despite attempts to slander these clinics as inaccurate, unregulated, anti-abortion extremists, they’ve continued to maintain a strong momentum across the country, with many finding greater volunteer support, private donations, and federal funding in the past two years. This is despite pressure from left-wing activists, including subsequent vandalism attempts such as the one that happened near the Democratic National Convention in Chicago last month. Encouraging as this is, it still speaks to a fundamental disconnect on the issue of abortion. The pro-life movement may be fully correct in its view and desire for a total ban on the practice, but it will not happen any time soon. Any federal attempt to impose laws against it will be met with the full force and deep pockets of the pro-choice lobby. It would almost certainly be immediately overturned. In a worst-case scenario, a Democratic supermajority could codify abortion protections in federal law and make them much stickier to undo. The cycle would start again. Fifty-one years after Roe v. Wade, the hopes and prayers of the pro-life movement were fulfilled in Dobbs, and it has done a serviceable job moving forward despite a lack of clear leadership and direction. However, it has reached the edge of its capabilities in its current form. A redirected effort is necessary for the future of this movement, and it cannot be won in Congress or the courts but can in the hearts and minds of Americans. We cannot simply enforce a full abortion ban on the American people if they do not want one. Only a deep, spiritual revival can convince millions to change their minds on the importance of life in the womb. This hasn’t happened through legislation, so it must happen through the heart. This and many of America’s other problems will only go away when the hearts of the multitudes seek faith and find a greater sense of meaning and purpose through a religious ideology that teaches the importance of life. Until such a time, there is little that can be permanently accomplished. Hopefully, the perseverance that carried the pro-life movement through half a century of doubt and uncertainty will be used to assist in that mission. If the Republican Party won’t stand for pro-life values, it falls into the movement’s hands to do the hard work.

The modern American political landscape shows a perplexing imbalance. The 21st-century progressive movement has a mainstream core that secures most practical political wins but also embraces a more radical set of leftist beliefs. Leftists often identify as open communists, violent Antifa members, or revolutionary queer activists, yet they remain accepted within the movement. Rather than facing cancellation, these radical elements are frequently elevated by the mainstream and given prestigious positions in critical institutions like universities. Leaders and ideas from the radical vanguard easily flow into the mainstream, energizing the liberal elite.In contrast, the American right abandons or actively destroys anyone who steps outside its mainstream. The range of acceptable opinions within conservatism is narrow, and aspiring members must adhere strictly to a limited set of pre-approved ideological statements. The right rarely cultivates young talent or supports institutions that could nurture emerging intellectual movements.The right desperately needs the vitality, leadership, and cultural influence that only its vanguard can provide.Alarmingly, the greatest threat to an up-and-coming right-wing figure pushing the boundaries of acceptable opinion often comes from within the conservative movement itself, as members seek to eliminate competition and earn plaudits from the corporate left-wing media.Every viable political movement has an acceptable mainstream and a more radical vanguard. The mainstream serves as the forward-facing element of the movement, presenting the most popular and acceptable positions while securing practical political victories. Everything in the mainstream should be practiced, polished, and presentable. Optics are key, and reputations are closely guarded. The mainstream may at times seem too careful or calculating, but this is good and necessary. These are the political operatives meant to sell the platform to the masses.The vanguard operates in a productive tension with the mainstream, acting as the heart and mind of the movement. Because the vanguard does not face the public directly, it can explore new and challenging ideas. It includes the most passionate activists, who are often willing to try new tactics and lines of attack. Maintaining a pristine and presentable reputation is less critical for the vanguard, allowing it to take more risks, as its members generally do not face the same scrutiny as mainstream figures. Due to the experimental nature of its ideas and tactics, the vanguard cannot earn a living in the same way as mainstream political actors and therefore relies on institutions to shelter and fund its work.The dialogue between a movement’s mainstream and vanguard is critical to its survival and success. The vanguard requires a mainstream to fund its works, advance its agenda, and do the practical work of securing political victories. While the mainstream may be great at presenting a practical and professional exterior, it is bad at cultivating new leaders or animating ideas. The mainstream relies on the vanguard for both intellectual and emotional energy.In American politics, the left fully embraces its vanguard. No one gets publicly canceled for being too left-wing, and no promising progressive talent is ejected from the movement for his or her radical past. It simply doesn’t happen. Even a former radical left-wing terrorist like Bill Ayers can become a beloved mentor with a prestigious, well-paying university job. The leftist vanguard’s radical ideas regularly flow into the progressive platform, strengthening the mainstream. The mainstream supports the vanguard, and the vanguard, in turn, revitalizes the mainstream.On the American right, no vanguard is allowed to exist. William F. Free trade, endless wars, and a watered-down version of social conservatism formed the fusionism that pushed out traditional right-wing thought. Although Pat Buchanan’s politics proved wiser than the neoconservatism of the Bush dynasty, he had to wait decades for those views to be vindicated amid Conservatism Inc.’s relentless failures.The most dangerous threat to promising young right-wing talent comes not from leftist media or smear organizations like the Anti-Defamation League and the Southern Poverty Law Center. Instead, it comes from mainstream conservatives who fiercely protect their positions of privilege.Most mainstream conservatives, whether they admit it or not, understand that cancellation is a power wielded by the left. They often co-opt this power and turn it against the right-wing vanguard to eliminate competition.Mainstream conservatives frequently dig up old position papers, private messages, or past associations to paint talented political operatives as too radical. While no one in a conservative institution loses his job for being a former leftist, many promising careers have been destroyed because an individual held views on immigration, nationalism, or foreign policy that were deemed too extreme.This is why much of the work traditionally done by the vanguard has shifted to the online right, often referred to as the “dissident right.” Activism and energy that fueled the Buchanan-style populism of Donald Trump had to develop entirely outside of mainstream conservative circles. Today, mainstream conservative infrastructure struggles to absorb and redirect that energy, often with mixed results.Political theory, literary trends, art, music, and other cultural elements vital to political movements have been built online or in small communities. These efforts remain under siege from establishment conservative institutions. The moment people deviate from the Reagan-era orthodoxy, they are labeled dangerous by the very people who should support them in forging a new path forward.Mainstream conservatism needs to reconcile with its vanguard. The New York Times will never like you, and that’s OK. It’s time to listen to and even support the exploration of ideas that may not immediately align with your own. America faces a critical period of social and political upheaval, and the conservative movement, in its current rigid form, is unfit to lead. The right desperately needs the vitality, leadership, and cultural influence that only its vanguard can provide. If Conservatism Inc. continues to prioritize protecting its privilege, the left will keep dominating the landscape.
