Speaker Johnson May Combine Bill Requiring Voters Prove Citizenship With Short-Term Spending Measure: Report

A Labor Day scoop indicated that Speaker Mike Johnson (R-LA) may add election integrity legislation to a short-term spending bill when the House returns to session next week — a move that would likely set up a standoff with Democrats. Punchbowl News reported that Johnson — who released a document earlier this year that warned of a National Voter Registration Act “loophole” and cited evidence of noncitizens on voter rolls in various states — and other Republicans are talking about the prospect of combining an extension to government funding through March 2025 with the Safeguard American Voter Eligibility (SAVE) Act. The SAVE Act aims to require individuals show proof of U.S. citizenship to register to vote in elections for federal office and pushes states to remove non-citizens from voter rolls. It already passed the GOP-led House in July with the help of a handful of Democrats. However, the Democrat-controlled Senate has not taken up the bill since then and the Biden administration formally declared its opposition to it. Recall – the “SAVE” Act (I introduced it – HR8281) passed with 5 Democrats voting for it (and others privately wanting to). Chip Roy (R-TX), the House lawmaker who introduced the legislation, reacted to the Punchbowl News report on X, saying, “Recall – the ‘SAVE’ Act (I introduced it – HR8281) passed with 5 Democrats voting for it (and others privately wanting to). If they vote ‘no’ with it attached to a funding bill that funds government to March – it’s pure politics.” Former President Donald Trump, who is running for another term in the White House, has urged Republicans to pass the SAVE Act. And the House Freedom Caucus, a group of conservative that includes Roy, released a statement in August calling for the SAVE Act to be added to any short-term spending measure that may emerge if lawmakers are unable to pass individual appropriations bills. Congress has until the end of September to pass legislation to fund the various arms of the federal government or face the prospect of a shutdown. Democrats may support passing another continuing resolution, but the majority of them would likely not abide by the SAVE Act being attached to it. Some have argued the legislation is unnecessary and would create an undue burden on legitimate voters. Still, the GOP seems prepared for a discussion. In response to the Punchbowl News report, Sen. Washington Post media critic Erik Wemple published a surprising chat with liberal Post columnists Perry Bacon and David von Drehle. It's surprising because the liberals agreed that Kamala Harris and Tim Walz should submit to interviews with Fox News. Wemple merely asked what approach they should take with Fox.  Bacon replied: "Based on her strategy now, shouldn’t she do an interview at the border with Fox and talk about the border agents she is going to hire? Not just to reach the Fox audience. The coverage of 'Kamala goes to Fox' would reinforce the openness to the other side she is trying to communicate. That would reach center/center-right people who are not Fox watchers." Von Drehle added: "I think the campaign should make Walz available 24/7 to Fox. He ran for Congress and won in a red district again and again. They have no moves that he hasn’t seen 100 times. And they should put Harris on “Fox & Friends” one time to say that they did. If she can’t handle Steve Doocy, she doesn’t deserve to be president." Earlier in the chat, Wemple asked about the softball CNN interview with Dana Bash: "Couldn’t Bash, though, have pushed a bit harder on what Harris knew about Biden’s fitness for office and how she viewed his decline over time?"  "Yes. I think there was only one question about Biden’s fitness versus, by my count, four questions on fracking," Bacon replied.  Bacon suggested this line of questioning was exploited while the interview aired on  TV: "Harris’s campaign sent out emails during the interview touting the new, more centrist stands she was declaring on CNN, such as promising to not ban fracking and not supporting the Green New Deal. In some ways, Bash played into Harris’s strategy by asking repeatedly about Harris abandoning more liberal positions from 2019. Harris is eager to move to the center. So this seemed like a “tough” interview — Bash kept implying Harris is a flip-flopper — but Harris seems happy to flip to the center/right." Von Drehle put in two cents: "Harris wants to look like a flip-flopper. 2019 and early 2020 were as far left as the Democratic Party has gone in more than 50 years — all the way back to 1972. Harris got caught up in that madness. She needed to cure that, and the only way to do it is with some flip-flopping." Bacon was disappointed CNN pushed the "news" that Harris would put a Republican in her cabinet as the big takeaway, which isn't really news at all (Democrats like to put in a token). Wemple noted Biden and Harris avoiding interviews, that "clearly there’s a theme here, one of circumventing the mainstream media and choosing other methods of getting out your message." "I think Harris and Walz got the news media off their backs. They ended a narrative (she won’t take questions) that implied she was afraid or wasn’t smart enough to do that," Bacon said. "I expect (unfortunately) very little engagement with the media from here on out from the Harris campaign. Its strategy is that interviews take them off message. I thought the no-interviews strategy was because of Biden (who is aging and struggles to answer questions). Now, I think this is a new, anti-mainstream media approach from Democrats."

NBC News' "Meet the Press" posted a correction on X after host Kristen Welker falsely claimed Vice President Kamala Harris was at the dignified transfer for the 13 service members who were killed in the Abbey Gate bombing during the fall of Afghanistan. The mistake occurred after Welker asked Senator Tom Cotton (R-Ark.) if it was appropriate for former President Donald Trump to "make campaign content at military gravesites?""He didn't take campaign photos there. These families — Gold Star families — whose children died due to Joe Biden and Kamala Harris' incompetence, invited him to the cemetery, and they asked him to take those photos," Cotton replied."You know who those families also invited? Joe Biden and Kamala Harris — where were they? Joe Biden was sitting at a beach. Kamala Harris was sitting at her mansion in Washington, D.C. She was four miles away — 10 minutes. She could've gone to the cemetery and honor the sacrifice of those young men and women, but she hasn't," Cotton continued."But they did meet with them during the dignified transfer. They were with them at the dignified transfer," Welker interjected.'Biden was in attendance but Harris was not.' — (@) After being heavily criticized on social media, the show's X account downplayed the error by saying Welker "implied" Harris was at Dover Air Force base when she outright stated Harris was there for the ceremony. "On our broadcast this morning, we incorrectly implied that both President Biden and Vice President Harris attended the dignified transfer of 13 American service members killed during the Afghanistan withdrawal. Biden was in attendance but Harris was not," the show said. — (@) The mainstream media and Democrats have made an effort to make Trump's visit to Arlington National Cemetery to honor the fallen 13 service members into a scandal despite the families asking for him to be there. The families took particular issue with Harris' recent attack on Trump for the visit because she has ignored their requests for a meeting."Vice President Harris bears responsibility for the deaths of our sons and daughters. ... Despite our multiple requests for a meeting to discuss the loss of our loved ones, Vice President Harris has repeatedly ignored us, showing a complete lack of empathy and accountability. Republican presidential nominee and former President Donald Trump clarified his stance on abortion Friday after stating previously that he believes a six-week ban is "too short."Trump told Fox News late last week that he plans to vote against Florida's Amendment 4, called the "Right to Abortion Initiative." 'The Democrats are radical.'If passed in the upcoming November election, the amendment would add language to the Florida Constitution's Declaration of Rights that states, "No law shall prohibit, penalize, delay, or restrict abortion before viability or when necessary to protect the patient's health, as determined by the patient's healthcare provider."In 2023, Florida Governor Ron DeSantis (R) passed the Heartbeat Protection Act, which bans abortions at six weeks. The amendment seeks to overturn those restrictions.During an NBC News interview on Thursday, Trump stated that he believes "the six week is too short.""It has to be more time. And I've told them that I want more weeks," Trump said.When asked whether he plans to vote in favor of Amendment 4, he responded, "I am going to be voting that we need more than six weeks. Look, just so you understand, everybody wanted Roe v. Wade terminated for years, 52 years. I got it done. They wanted it to go back to the states. Exceptions are very important for me, for Ronald Reagan, for others that have navigated this very, very interesting and difficult path."His campaign released a statement following the interview, attempting to clarify Trump's position amid pushback from pro-life supporters.Trump campaign national press secretary Karoline Leavitt stated, "President Trump has not yet said how he will vote on the ballot initiative in Florida, he simply reiterated that he believes six weeks is too short."On Friday, he addressed his previous remarks, telling Fox News that he plans to vote "no" on Florida's amendment because of Democrats' "radicalization" regarding supporting abortion up to nine months. However, he reiterated that six weeks is "just too short a period.""The Democrats are radical because the nine months is just a ridiculous situation, where you can do an abortion in the nine month," Trump said. "And, you know, some of the states like Minnesota and other states have it where you could actually execute the baby after birth and all of that stuff is unacceptable."Trump also noted that he plans to cover the cost of in-vitro fertilization treatments.
