Chinese Nationals Caught Attempting to Infiltrate Pearl Harbor Military Base‚ Records Show

By the time police responded to a call shortly before 10 a.m. regarding a Chinese man and woman conducting surveillance near a security entrance of the historic Joint Base Pearl Harbor Hickam‚ the two fled in what police identified as a 2021 silver Nissan Altima‚ with unidentified plates. The two suspects had been “capturing digital media of the entry control point‚” police said. Later that afternoon the pair–a man with a black crew cut and the woman with shoulder-length hair‚ a pink top‚ and a white skirt–appeared at another entry point. Police issued a “BOLO‚” or “be-on-the-lookout‚” notice for the two at all base entrances.  This Sept. 29 incident represents just one of at least 14 instances since 2018 of Chinese nationals spotted attempting to either gain entry into the Pearl Harbor base or conduct surveillance‚ according to records obtained by The Heritage Foundation’s Oversight Project. (The Daily Signal is the news outlet of The Heritage Foundation.)  The base—best known for being attacked by the Japanese on Dec. 7‚ 1941‚ and pulling a reluctant United States into World War II—was the only to provide records to the Oversight Project’s request for public records on attempted Chinese infiltration of military bases. The Oversight Project‚ the watchdog arm of The Heritage Foundation‚ obtained the Consolidated Law Enforcement Operations Center records from the Navy through the Freedom of Information Act‚ and only asked for instances involving Chinese nationals. Incidents include Chinese nationals sending drones over the base‚ suspects taking photos of the points of entry‚ and the initiation of a high-risk traffic stop. The Naval Criminal Investigative Service frequently investigated these incidents. China-DOD-2Download Some cases did not represent a threat‚ such as when a food delivery person attempted to take the wrong entry.  Some cases proved more serious‚ however. On Oct. 29‚ at 3:49 p.m. at the Nimitz Gate entry into the base‚ two Chinese nationals—a man and woman—were stopped for “suspicious circumstances‚” of “video recording and taking digital photographs.”  The two were attempting to enter the base. When law enforcement asked where they live‚ “the subjects stated they are visiting Hawaii for two days and have no hotel room.” An NCIS special agent arrived at 4:31 p.m. But just before 5 p.m.‚ authorities released both of the subjects.  China-DOD-3Download It’s not clear from the heavily redacted records if the Sept. 29 and Oct. 29 incidents involved the same people or were otherwise related.  On Oct. 2‚ a Chinese national driving a 2012 Mazda without identification attempted to enter Nimitz Gate of the base. Police responded at 4:45 p.m. The man “did not speak or understand much English when he was asked for identification‚” according to the report. Officers interviewed him using Google Translate. He told officers he “was outside the Nimitz Gate to meet with a friend and to exchange items‚” the record says. The friend confirmed the two knew one another from “the Chinese social media platform [WeChat] which serves as a medium for the business of Chinese food‚” according to the police report.   At 5:26 p.m. on March 14‚ dispatch got a call saying that a foreign national in a silver Toyota Highlander was taking photos of the base. The police record says an officer “made contact with the subject who stated they were taking pictures of the USS Missouri and Arizona Memorials.”  The police record adds‚ “Patrols verified that there were no assets in the photos taken and deleted the photos” at 5:46 p.m. Police escorted the Chinese national to a bus stop‚ and wrapped the matter up by 11:20 a.m.  On July 19‚ 2019‚ at 6:17 p.m.‚ at the Ford Island Gate‚ another major entrance‚ a guard notified dispatch that “a black in color drone with a camera is hovering” near the gate and the officer spotted the person with control of the drone. The redacted police record says the drone landed in the parking lot of the building next to the USS Arizona Memorial.  China-DOD-5Download Police made contact with the drone operator‚ who according to the report “stated he came to visit the Arizona memorial‚ saw boats in the water” and wanted to film the boats “because he is pursuing a degree in photography.” The NCIS arrived at 7:37 p.m. and assumed control of the case‚ but later terminated the investigation.  On Dec. 5‚ 2018‚ a Chinese national “gate runner” driving a 2016 black Nissan Altima was reported at the O’Malley Gate–another base entry point–at 11:47 a.m. Police initiated a pursuit of the suspect on Vandenberg Ave. At 11:49 a.m.‚ police initiated a “a high risk traffic stop on Vandenberg Ave.” Police stopped the suspect‚ issued an armed forces traffic ticket‚ and escorted the redacted driver off the base.  China-DOD-7Download The House Oversight and Accountability Committee is investigating cases of Chinese nationals breaching U.S. military installations‚ and sent a letter on the issue to Defense Secretary Lloyd Austin and FBI Director Christopher Wray in October. The Foundation for Individual Rights and Expression (FIRE) has voiced concerns about censorship‚ as their recent investigative report revealed that approximately 85% of prestigious US institutions impose speech restrictions. This rise signals a worrisome trend in the aftermath of progress spanning over a decade during which the frequency of stern speech regulations in colleges and universities was on the decline. However‚ these regulations are now gaining prominence for the second consecutive year. Laura Beltz‚ FIRE’s director of policy reform‚ emphasized the problem‚ stating that free speech at higher educational establishments continues to deteriorate. She expressed concern over the predominant colleges and universities‚ who are increasingly exerting controls and employing highly controversial policies to regulate their students’ freedom of speech. The findings of the FIRE’s 2024 Spotlight on Speech Codes report‚ which evaluates 489 of the United States’ reputed colleges and universities‚ outlined how academic regulations might act as a weapon against students and stifle their constitutional privilege of free speech. The information purports that most private institutions‚ constituting almost 95%‚ claim to safeguard free speech; a pledge they are morally and contractually bound to keep. However‚ these private schools tend to fall significantly short as compared to their public counterparts‚ holding more restrictive policies in place. For instance‚ about 36.3% of private schools scored a “red light” rating‚ indicating explicit and considerable limits on free speech‚ in comparison to only 15.2% of public schools. Negligible countenance is shown by private institutions in terms of fostering venues for open discourse‚ with a meager 5.3% of them gaining a “green light” rating for the lack of seriously threatening speech policies. FIRE’s study also discloses that even policies that may seem harmless can turn into tools against students when generalized or ambiguously framed. Harassment policies at certain educational institutions‚ for example‚ ascend beyond the legal meaning and offer authorities a way to target protected speech. Incidents in the recent past testify to this misuse where students criticizing a Supreme Court ruling on abortion were investigated for harassment. Another case saw an accusation of cyberbullying against a student who used a Donald Trump Zoom background. From FIRE: Most campuses have some form of a “bias incident” reporting system: a mechanism for reporting speech or conduct motivated by bias toward a particular characteristic. While some of these policies exist only to support those impacted by such incidents‚ most impose vague consequences on those who engage in what is often constitutionally protected expression. Review: Donald L. Miller’s ‘Masters of the Air’

Donald L. Miller’s massive book Masters of the Air: America’s Bomber Boys Who Fought the Air War Against Nazi Germany came out in 2007 and provided the basis for the new series on AppleTV+. In 2019 Aviation History had contributing editor Stephan Wilkinson look back at the then 12-year-old book in light of the announcement that HBO was going to turn it into a series. Now that the series has begun (but not on HBO)‚ we thought it would be interesting to revisit a review of a book we had already agreed was a classic. The epic of the Eighth Air Force during World War II is fertile ground thoroughly plowed by aviation historians. A search of Amazon’s e-shelves elicits nearly 200 such books‚ and several writers have made entire careers of covering the Mighty Eighth. The best of them all is Donald Miller’s Masters of the Air. Tom Hanks and Steven Spielberg apparently agree‚ as they are basing their proposed 10-part HBO project‚ “The Mighty Eighth‚” on this book. If—and that’s a big if—the miniseries comes to fruition‚ it will be the third in the trio that includes “Band of Brothers” and “The Pacific.” No release date has been specified‚ and filming has not begun. The Eighth’s bombing campaign has been called the Children’s Crusade‚ for the crews were made up of young men in their early 20s‚ even teenagers. The horrors they suffered are incomprehensible to anybody (like me) who hasn’t gone to war. Some of the most gripping chapters of Miller’s book are those that describe the conditions into which bomber crews were thrust in 1943 and ’44‚ when B-17s and B-24s were sent into stratospheric winds and temperatures minimally understood by the aeromedical professionals of the time—ill-equipped flight surgeons whose resources dated back to the 1920s. Nor did the vaunted Norden bombsight come anywhere near living up to its PR-stoked reputation‚ and the minimally trained gunners who supposedly made their aircraft “flying fortresses” might just as well have been firing .50-caliber garden hoses. Miller’s book is not without minor faults. He believes that contrails are created by an aircraft’s propellers and repeats the myth of the crushed ball-turret gunner who died when his B-17 had to land gear up—a tale traced back to famously creative reporter Andy Rooney. Most are irrelevant except to rivet-counters. The comprehensiveness and well-written grace of this book vastly outweigh them and simply make it plain that nobody knows everything.
