If You Ran Your Family Budget Like the Government‚ You’d Be Broke: ‘Tax Cut’ Edition

The bipartisan Tax Relief for American Families and Workers Act might sound good on the surface. A closer look‚ however‚ reveals that the legislation is gimmicky‚ fiscally irresponsible‚ and misses a chance to fix work requirements for welfare. And its business tax cuts include retroactive relief alongside pro-growth tax cuts. To understand the gimmicky nature of how this bill would be “paid for‚” imagine you hired a contractor to renovate your house for $80‚000‚ but after a few years‚ the contractor had charged you $250‚000. So you sit down with the contractor to figure out how to stop the financial bleeding.  “I can’t do anything about what I already charged you‚” the contractor says‚ “but lucky for you I’ve found a way to work more efficiently going forward that will save you $80‚000 of future charges.” If you had the audacity to explain to your spouse that you can use that $80‚000 of “savings” to hire another contractor to build a swimming pool‚ then you run your household budget just like congressional scorekeepers look at the federal budget. But if you’re incapable of the mental gymnastics required to look at a scenario such as this and claim it demonstrates fiscal responsibility‚ I’m sad to say you just don’t have what it takes to work on the federal budget in Washington‚ D.C. The scenario I described is analogous to what Congress is trying to do with this latest bipartisan tax cut and welfare expansion bill‚ which some tout as “fiscally responsible.” But instead of thousands of dollars‚ of course‚ substitute billions of dollars. The tax cuts and welfare expansions in the bill supposedly would be “paid for” solely by stanching the flow of amended claims for the temporary employee retention credit‚ a credit that expired in 2021. Only Congress could create a program with cost overruns that are at least triple the original projected lifetime cost‚ then use “savings” on the program to fund a new round of legislation. In 2020 and 2021‚ Congress created and then expanded the employee retention credit‚ which taxpayers could claim for the 2020 and 2021 tax years. The total combined price tag‚ according to budget scorekeepers‚ was supposed to be about $77 billion. The employee retention credit was meant to incentivize businesses to keep employees on payroll in the face of government shutdowns and supply chain issues during the pandemic. But relatively few employers applied for the credit initially‚ perhaps because it wasn’t widely known or understood. However‚ after the credit supposedly expired in 2021‚ it became popular retroactively and a cottage industry sprang up to help employers apply for the federal program. In 2022 and 2023‚ the Internal Revenue Service was flooded with amended returns claiming the  employee retention credit. By September 2023‚ the IRS already had processed $230 billion in such claims. The IRS is still sitting on a backlog of over a million claims that will push the total cost of the program even higher. Some claims are legitimate‚ but a large portion are dubious and outright fraudulent. The IRS finally put a moratorium on such amended claims late last year. The House’s tax and welfare bill would officially change the deadline to file amended claims for employee retention credits  to Jan. 31‚ 2024—moved forward from April 2025. It also would add penalties and disclosure requirements to clamp down on the “ERC mills” that have exploited the program. Government scorekeepers estimate this change would save about $78 billion‚ which is more than the entire program was supposed to cost in the first place. It’s great that the government finally wants to put a stop to scams using the employee retention credit. But lawmakers shouldn’t claim to be fiscally responsible when they turn around and use this “savings” to “pay for” a mix of new welfare‚ legitimate tax cuts‚ and corporate giveaways. The national debt is‚ after all‚ over $34 trillion‚ and the government is running annual shortfalls of $2 trillion. Imagine if your family was $34 million in debt and falling $2 million further in debt each year. Even if you came by a legitimate $80‚000 windfall‚ would you spend it or would you save it?  Or might you use it to increase your income to help repay the debt? The pro-growth parts of the bill could help do that‚ but unfortunately these provisions are overshadowed by other provisions in the bill. The bill uses the employee retention credit “savings” for welfare and is light on actual tax cuts for individuals. According to estimates by government scorekeepers‚ 91% of the so-called individual tax relief in the bill consists of cash payments to people with zero income tax liability. In fairness‚ some of this dynamic was true of the 2017 Tax Cuts and Jobs Act‚ but it’s disappointing that instead of fixing the problems this bill would just push more money out the door. On the business side‚ some of the tax cuts are beneficial and pro-growth‚ but many of the changes are merely retroactive tax relief that would do little to grow the economy. If Congress is going to use money it imagined into existence‚ it should be more prudent—especially at a time when inflation and mortgage interest rates are crushing the American middle class. But words such as “prudence” and “fiscal responsibility” mean something different to the people who control the government’s $6 trillion budget than they mean to you or me.  Have an opinion about this article? New School Choice Program Launches in South Carolina

Despite the most well-funded efforts to stop education reform‚ the school choice movement still clearly has momentum. The fruits of those efforts can be seen during this year’s National School Choice Week (Jan. 21-27)‚ which saw a new program just launched in South Carolina. School choice programs got a huge boost during the COVID-19 lockdowns. Not only were many public schools kept locked down due to the influence of teachers unions‚ but parents discovered that their children were often receiving indoctrination‚ rather than education. Several governors took steps to remove propaganda from their state’s public schools. But allowing parents to have flexibility when their local school district is failing is another roadblock to the radicals’ takeover of education. The aftermath of the lockdowns prompted many states‚ including South Carolina‚ to embrace various school choice initiatives. In April‚ the South Carolina General Assembly passed legislation that created the Education Scholarship Trust Fund that was subsequently signed into law by Gov. Henry McMaster. There are now 13 states that have education savings account programs. Of course‚ teachers unions—the ones responsible for keeping schools closed in the Palmetto State and elsewhere during COVID-19—tried to derail the ESA effort in South Carolina.  It didn’t work. The new program went into effect this January‚ and now parents have the opportunity to participate. The South Carolina Department of Education created a portal for parents to apply through that launched on Jan. 15. The South Carolina fund provides up to $6‚000 for approved families that parents can use on private school tuition or other programs. That $6‚000 just about matches the average annual private school tuition in the state.  “The passage of the Education Scholarship Account law is a significant victory for parents‚ students and the future of education in South Carolina‚” Wendy Damron‚ president and CEO of the Palmetto Promise Institute‚ a conservative think tank‚ said in a news release. “But now we must get the word out. We call on all South Carolinians who believe in a wide array of education options for kids to tell every parent they know about [the Education Scholarship Trust Fund].” The application deadline for the program is March 15. BREAKING: Maine Bill That Protects Kidnappers Who Take ‘Transgender Kids’ for ‘Gender-Affirming Care’ Fails in Committee

UPDATE Jan. 25‚ 2024 5:45 p.m.: The Maine House of Representatives‘s Judiciary Committee voted that the transgender custody bill LD 1735 “ought not to pass” Thursday. According to footage of the committee posted online‚ the motion that the bill “ought not to pass” passed 12-0. “My team and I are so incredibly grateful for every single person who wrote emails and shared it with their family and friends‚” Alvin Lui‚ president of the parental rights organization Courage Is a Habit‚ told The Daily Signal in a statement Thursday. “This 12-0 defeat of this transgender trafficking bill was done in a blue state that allows 9-month abortions and 16-year-olds to obtain transgender drugs and surgeries without parental consent‚” Lui said. “This absolute win is only a glimpse of what can happen when Americans take action.” Original article: The Maine House of Representatives is considering a bill that would protect anyone who takes a child who identifies as transgender away from “non-affirming” parents in order to subject that minor to experimental transgender medical interventions. The legislation also would counteract laws protecting minors from such “treatment” in other states. The Maine bill‚ LD 1735‚ would prioritize “gender-affirming care” in custody disputes. It would prohibit courts from considering that a person applying for custody had taken a child from someone else with legal custody—such as parents—if that person removed the child “for the purposes of obtaining gender-affirming health care… for the child” from a state that restricts this experimental “care.” This means judges in custody cases would have to look favorably on anyone who removes a child from parents‚ so long as that person does so to help the child receive experimental transgender “treatments” that may leave him or her stunted‚ scarred‚ and infertile. Gender activists and their allies who have infiltrated health care organizations often insist that these interventions—which often amount to chemical castration—are essential to prevent gender-confused children from committing suicide. This twisted logic enables activists to claim that a parent’s disagreement on gender identity constitutes a form of “mental harm” to a child.  The idea that a father’s refusing to sign up his daughter for a path leading to the removal of healthy breasts and a healthy womb constitutes child abuse is so absurd‚ it requires multiple levels of doublespeak to justify. False terms such as “gender-affirming care” are necessary to cloak the truth of what is going on.  Yet the Maine bill goes all-in on this deceptive phrase‚ from the title (“An Act to Safeguard Gender-Affirming Health Care”) to the definition framing these interventions as “medically necessary health care that respects the gender identity of the patient‚ as experienced and defined by the patient.” Note that the definition doesn’t say that a medical doctor has to sign off on a diagnosis. The bill’s framing around “gender-affirming care” overlooks the testimony of doctors who warn that even the “social transition” of encouraging a boy to present as a girl “is a powerful psychotherapeutic intervention that radically changes outcomes.” Doctors also warn that children can’t possibly give informed consent for procedures that may sterilize them and put them at risk of long-term side effects such as decreased bone density and cardiovascular disease. Yet LD 1735 would make these interventions sacrosanct by treating any refusal of them as tantamount to child abuse. The bill would grant Maine courts “temporary emergency jurisdiction” in cases where the child must be protected “because the child has been unable to obtain gender-affirming health care or gender-affirming mental health care.” This “temporary emergency jurisdiction” in custody cases already applies to child abandonment and to situations where “it is necessary in an emergency to protect the child because the child or a sibling or parent of the child is subjected to or threatened with mistreatment or abuse.” The bill merely would add the inability to receive “gender-affirming health care” to this list of emergency conditions. LD 1735 also would prevent law enforcement in the Pine Tree State from arresting or helping to extradite a person for violating “another state’s law against providing‚ receiving or allowing a child to receive gender-affirming health care or gender-affirming mental health care in this state.” It would bar law enforcement from providing information to an out-of-state agency regarding any such “care” performed in Maine. The bill also states that “an out-of-state arrest warrant for an individual based on violating another state’s law against providing‚ receiving‚ or allowing a child to receive gender-affirming health care or gender-affirming mental health care is the lowest law enforcement priority.” The bill might enable situations such as the child sex trafficking of Sage‚ a girl who was encouraged to hide her transgender identity from her grandmother. According to her grandmother‚ Sage ran away after she was victimized in a boys’ bathroom at school‚ then ended up getting abducted‚ raped‚ and beaten. Sage had been taken across state lines from Virginia to Maryland‚ and a Maryland lawyer fought to keep Sage away from her grandmother. Last February‚ a Virginia bill aimed at preventing Sage’s tragedy from happening again died in the Old Dominion’s Democratic-majority Senate. “This bill would‚ in effect‚ make Maine a party to the trafficking of minors from other states‚” Jay Richards‚ director of the Richard and Helen DeVos Center for Life‚ Religion‚ and Family at The Heritage Foundation‚ told The Daily Signal in a statement Wednesday. (The Daily Signal is The Heritage Foundation’s news outlet.) The Maine bill “would draw troubled teens from other states that have protected them from receiving ghoulish sex trait-modification drugs and surgery‚” Richards said. “There is no good evidence that such medical interventions help minors‚ and plenty of evidence of their harms.” Alvin Lui‚ president of the parental rights group Courage is a Habit‚ also opposes the bill. “LD 1735 is a transgender trafficking bill that would permit the state of Maine to receive minors from other states seeking transgender treatments‚ such as breast binding‚ penis tucking‚ irreversible puberty blockers‚ cross-sex hormones‚ or mutilation surgeries‚” Lui told The Daily Signal in a written statement Wednesday. Courage Is a Habit has encouraged Americans to contact Maine legislators about the bill‚ whether they live in Maine or not. The Maine House Judiciary Committee plans to consider the bill Thursday. According to the pro-transgender Movement Advancement Project‚ 14 states have laws or executive orders to “shield” people who perform experimental transgender medical interventions from laws in other states. Florida University System Removes ‘Left-Wing’ Sociology Course From Core Requirements

The 17-member board of governors of the Florida University System decided Wednesday to eliminate a sociology course from the core requirements to graduate and to replace it with an American history class‚ according to a press release. The new class‚ Introductory Survey to 1877‚ will introduce students to America’s founding‚ slavery‚ the Civil War‚ and the Reconstruction era and will replace Principles of Sociology as a course requirement‚ according to a State University System of Florida press release. Florida Commissioner of Education Manny Diaz has previously derided sociology‚ saying the discipline has been taken over by “left-wing activists‚” and Florida University System Chancellor Ray Rodrigues said the move would have a “positive impact.” “I am proud of the Board’s decision today and look forward to the positive impact the addition of this course will have on our students’ and their future success. Florida’s students of our State University System will have the opportunity to learn about the creation and development of our nation as part of the core course options‚” Rodrigues said in a Wednesday press release. The American Sociological Association criticized the decision‚ asserting the move was uninformed. “The decision seems to be coming not from an informed perspective‚ but rather from a gross misunderstanding of sociology as an illegitimate discipline driven by ‘radical’ and ‘woke’ ideology‚” a statement from the American Sociological Association Wednesday said‚ according to The New York Times. The Florida board of education also replaced a sociology requirement with an American history requirement‚ according to a Jan. 17 press release. “Sociology has been hijacked by left-wing activists and no longer serves its intended purpose as a general knowledge course for students‚” Diaz said in a December statement. Florida’s university system has over 430‚000 students‚ making it one of the largest public university systems‚ according to the Times. Republican Florida Gov. Ron DeSantis has made a point of instituting reforms to the university system‚ alleging it has a left-wing bias‚ according to the Times. DeSantis appointed six trustees to the New College of Florida board in January 2023 and the college has since eliminated its diversity‚ equity‚ and inclusion offices and its gender studies courses. Jamie Reed‚ the former clinician who blew the whistle last year on a gender clinic in St. Louis‚ tells “The Daily Signal Podcast” that there are more whistleblowers out there‚ and she raises the alarm about the “totalitarian” mentality of large LGBTQ organizations that seek to silence those who disagree with them. Reed‚ who herself identifies as LGBT (without the “Q”)‚ also describes herself as “progressive” and “married to a trans man.” “We were seeing systematic harms‚” Reed says of the experimental medical interventions the clinic performed on children. However‚ “we were never stopping treatments.” “In medicine‚ there should be this built-in ‘We did X‚ patient is worse‚ we need to consider stopping X‚'” the whistleblower says. She recalls the story of a 19-year-old patient who had a double mastectomy. “Within three months‚ she called us back‚ begging for her breasts to be put back on.” The whistleblower insists that “the best way to treat” what she called “gender distress” in children is “to figure out the underlying reasons for that gender distress.” In many cases‚ it traces back to “early sexual abuse‚ early sexual trauma‚ trauma in their family‚” which should be resolved in therapy‚ not through medical interventions. Yet‚ the medical industry continues to push experimental transgender medical interventions for children‚ even though doctors have warned that minors cannot consent to interventions with lifelong consequences‚ such as potential sterilization. Reed says she is in contact with more clinic workers who will likely blow the whistle on substandard care. “I know there are other whistleblowers. I know because I talk to some of them‚” she says. “I have actually been working really closely with an amazing group of adult lesbian‚ gay‚ bisexual and trans people who are all opposed to pediatric medical transitions‚” Reed adds. “We’ve put together an LGBT Courage Coalition.” She says it’s hard for whistleblowers to come forward‚ so she aims to “give them a place to reach out‚ a soft landing‚ a group of us who are willing to walk them through their own process” to go public—or not—in their own time. “I think the public should know that I am not the only one‚” Reed adds. The whistleblower first published her story in The Free Press‚ a new independent outlet founded by former New York Times editor Bari Weiss. Weiss herself is married to another woman. “We really have seen‚ basically‚ an erosion of the press in the United States‚ and the press on this issue has really been beholden to—they’ve been bullied by historic LGBT organizations‚” Reed notes. “The New York Times writes a piece‚ and‚ you know‚ the GLAAD truck shows up calling them transphobes.” “We need journalists to go back to what journalism is supposed to be‚ which is seeking out the truth‚ no matter how hard and who that offends‚” the whistleblower adds. When asked what she would say to the big LGBTQ organizations‚ such as the Human Rights Campaign‚ GLAAD‚ and the allied Southern Poverty Law Center that push transgender “treatments” on children‚ Reed—who herself identifies as LGBT—had a stern response. “Simply put‚ they have gotten this wrong‚” she says. “The science is incorrect‚ and these treatments are‚ at their core‚ harming young gay and lesbian people.” Reed also warns that these groups have helped “institutionalize bullying.” “So much of this started out that we just wanted to be kind and to fight bullies‚” she explains. “Instead‚ they themselves have become organizations that bully those who don’t agree with every single thing they say into silence. “That is not any sort of community I want to live in‚” Reed adds. “I don’t want to claim to be in a community of the LGBT‚ and you all have to think the same‚ and free speech has been eroded and taken away.” Her criticism grows even harsher: “I did not sign up to be in a totalitarian anything‚ and that’s how they’ve been behaving.” Reed also urges leaders in the Democratic Party to reconsider their position on these issues. “The Democrats are also with us on this‚” she says‚ referring not to the party leaders‚ but to “the grassroots‚ the people. When you explain what’s going on‚ they’re not in support of sterilizing children. “It’s not a partisan issue‚” Reed insists. “This is basics.
