‘Spending Framework’ Fails to Secure Border or Cut Spending‚ Heritage Action Warns

The budget deal reached this past weekend between Republican and Democratic leaders in Congress fails to include real spending cuts or to secure the border‚ warns Ryan Walker‚ the executive vice president of Heritage Action for America.  “The American people are begging Congress to secure the border and rein in the unprecedented government spending and woke policies that are making it impossible for them to afford basics‚ like groceries and gas‚” Walker said in a statement Tuesday.  “As reported‚ the spending framework does neither. Conservative lawmakers should not support appropriations bills that perpetuate [President Joe] Biden’s destructive economic agenda while funding the ongoing invasion at our borders‚” he added. Heritage Action is the policy advocacy arm of The Heritage Foundation‚ of which The Daily Signal is the news outlet.     Walker commended House Speaker Mike Johnson‚ R-La.‚ for small victories in the spending agreement in scaling back money for the Internal Revenue Service and pulling back spending on COVID-19.  The deal for fiscal year 2024 keeps discretionary spending at $1.59 trillion‚ about the same as in the deal reached last May by then-House Speaker Kevin McCarthy‚ R-Calif.‚ and the Biden administration. Democrats gave up their push to spend $10 billion more on the IRS and $6.1 billion on COVID-19.  Walker said the top-line spending numbers in the deal are still too high for fiscal year 2024.  “While negotiating FY24 spending‚ any bill that addresses or funds the border or immigration policy—like the Department of Homeland Security (DHS) appropriations bill—should include HR 2 in its entirety‚” he said.  House Resolution 2 is the Secure the Border Act‚ which the GOP-controlled Congress passed in May‚ at a time‚ Republicans say‚ the Department of Homeland Security is failing in its border protection responsibilities. The House majority is weighing a possible impeachment of Homeland Security Secretary Alejandro Mayorkas in connection with the border crisis.  “Lawmakers should not provide additional funding to the Biden DHS while allowing Secretary Mayorkas to continue encouraging asylum fraud‚ granting mass immigration parole and work authorization‚ employing catch-and-release‚ paying [nongovernmental organizations] to transport illegal aliens throughout the country‚ or enticing unaccompanied alien children (UACs) to come to the border by allowing them to stay in the U.S.‚” Walker added. Sen. James Lankford‚ R-Okla.‚ is the Republican point man for negotiating a border deal with the Biden administration. But the negotiations are hardly relevant‚ he contends.  “Finally‚ the House should move forward with securing our border‚ regardless of the Lankford-Mayorkas deal that’s percolating in the Senate‚” Walker said‚ adding: We know that deal will ultimately be tied to the White House’s supplemental-funding package‚ which sticks taxpayers with another $110.5 billion in reckless spending‚ most of which will be shipped overseas. Worse‚ the measure will be a ‘compromise’ on border security‚ negotiated by the very Cabinet secretary set to be impeached for actions and inactions on these very issues—Secretary Mayorkas. It’s time lawmakers stop pretending this bill is relevant to the conversation ahead of us and reject it outright. Appeals Court Pushes Back on Trump’s Presidential Immunity Claim

Former President Donald Trump’s claim to presidential immunity from prosecution came under intense questioning Tuesday by a three-judge federal panel. Surrounded by high amounts of security and media due to the former president’s attendance‚ the U.S. Court of Appeals for the D.C. Circuit heard arguments Tuesday to consider Trump’s appeal of U.S. District Court Judge Tanya Chutkan decision not to dismiss his election-interference case based on presidential immunity. The panel included Judges Karen Henderson‚ a George H.W. Bush appointee‚ and Michelle Childs and Florence Pan‚ Biden appointees. “Could a president order SEAL Team Six to assassinate a political rival?” Pan asked Trump’s attorney‚ Dean John Sauer. Sauer argued that there is “a political process that would have to occur” under the structure of the Constitution‚ which requires impeachment and conviction by the Senate prior to criminal prosecution. Department of Justice lawyer James Pearce contended that would lead to an “extraordinarily frightening future‚” where a president can simply resign before he is impeached and evade responsibility for a crime. “Never in our nation’s history has a president claimed that immunity extends beyond his time in office‚” Pearce argued. “The president has a unique constitutional role‚” he said. “But he is not above the law.” Sauer said authorizing prosecution of a president for official acts would open a “Pandora’s box.” For example‚ it could lead to “shocking results‚” like indicting President Joe Biden after he leaves office for “mismanaging the border.” Pan said Sauer’s concession that a president could be prosecuted if first impeached and convicted by the Senate seemed to mean his other arguments for immunity “fall away.” She pressed Sauer to answer whether Trump could have been “properly prosecuted” if he had been impeached on the same or related conduct as is contained in the indictment. “The issue that falls to us is your interpretation of the impeachment judgment clause‚” Pan said. “That’s all we need to decide.” Pan noted there is also an executive interest in “enforcing criminal laws.” “I think it is paradoxical to say that his constitutional duty to take care that the laws be faithfully executed allows him to violate criminal laws‚” Henderson said. Childs and Pan both expressed hesitancy at some points to reach an answer on the immunity question at all‚ pointing to arguments raised in an amicus brief filed by American Oversight that the appeal is premature and that the court lacks jurisdiction. Pearce urged the court to reach a conclusion “even if it entertains doubts.” “At least since the Watergate-era 50 years ago‚ there has been widespread societal recognition by presidents and the executive branch that a former president is subject to criminal prosecution‚” Pearce argued. The Supreme Court shot down in December special counsel Jack Smith’s bid to fast-track the appeal and bypass review at the D.C. Circuit. The accounts linked to the platform’s terms of service‚ which encompass a broad spectrum of potential infringements. Former British politician and now political commentator George Galloway brought the suspensions to the attention of Elon Musk who said he would “investigate” the issue. The banned accounts were all soon reinstated but still with no clear reason why they were banned in the first place. All of the banned accounts have been leveling criticism against the Israeli government. The American Psychological Association (APA) is among those organizations enlisted to join the “war on misinformation” back in 2021‚ when APA took a $2 million grant from the Centers for Disease Control and Prevention (CDC) to help push the Covid narratives of the time. APA’s particular task there was to come up with “a scientific consensus statement on the science of misinformation.” Now‚ APA is clamoring for even more federal money as it declares psychology to be “leading the way on fighting misinformation” and advertises psychologists as the right people to research the problem (as it has been presented over the last years)‚ and also be “part of the solution.” An article on APA’s site doesn’t shy away from using terminology that spreads a sense of alarm‚ such as “the scourge of misinformation” and asserting that clinicians now have to treat patients “subsumed” by conspiracy theories‚ while institutions and communities are all allegedly suffering unspecified “harm.” And APA also doesn’t shy away from mentioning the US presidential election‚ or from positioning that event as something that makes combating misinformation “messier and more important than ever.” Messy it is‚ alright. To position itself properly among all those vying for funding/influence by exaggerating the threat posed by misinformation as a new phenomenon‚ APA actually states that‚ with the election in mind‚ fighting misinformation is “one of the top trends facing the field (physiology) in 2024.” Really‚ APA? Maybe the author meant – a top trend faced by the organization itself‚ since it has had to show something in return for the $2 million 2021 CDC grant given to it to research “the science of stopping misinformation.” (Spoiler: that “science” is already well-developed and applied; it’s called censorship.) Beside the general alarmist tone‚ APA also came up with “recommendations.” First‚ shut up – “don’t repeat misinformation.” Next‚ leverage “trusted sources to share accurate information.” At this point APA is pretty much parroting Big Tech’s various “guidelines” that have justified a lot of legitimate information getting obliterated over the past years as (never precisely and objectively defined) “misinformation.” The “recommendations” address fellow physiologists‚ urging them to become “literate” in this newly crafted “science” – in order to be able to take active part in “the solution.” According to APA’s current standards‚ helping people (as psychology professionals) should now include the total of eight recommendations (prominent and fairly ominous‚ free speech-wise‚ among which is – “collaborate with social media companies to understand and reduce the spread of harmful misinformation”).
